Talent has nothing to do with it, says the grumpy old man. It could be the Mona Lisa, but if you are painting on something that does not belong to you, it is called "vandalism", and it is against the law.

Then no, it's not art. Sorry.
But if art is defined as:
"The quality, production, expression, or realm, according to aesthetic principles, of what is beautiful, appealing, or of more than ordinary significance"
Then yeah, I'd say it's art for sure.
